Based on the earliest ordination that the communal house still keeps, the second year Thanh Thai (1890) bestowed it on Hoi Binh communal house, we can guess the construction date of the monument around the first half of the nineteenth century. Since its inception, Hoi Binh communal house has undergone two renovations in 1969 and 1993.

Currently, Hoi Binh communal house still preserves 02 ordinations of the Nguyen kings bestowed upon Dai Can National Nam Hai with four saints, which are:
- Ordained on February 20 of the reign of King Thanh Thai in the 2nd year (1890);
- Ordained on August 11 of the reign of King Duy Tan in the 3rd year (1909).

The main hall has a structure of 02 sets because it forms a compartment consisting of 04 female columns. Military columns and porch columns are no longer available, but replaced by a system of load-bearing walls. Because the roof structure is in the style of truss. The roof system has a structure of 02 front and rear roofs, roofed with western tiles (new tiles). The roof edge is embossed with the decoration of "Two dragons adoring the moon". [1] Usually, the communal house is usually taken from the village name to name the communal house. In Hoi Binh communal house, the reason why the communal house is called "Hoi Binh" but located in the village of "Hoi Thanh" is because before the liberation of Ninh Giang commune, there were many villages, including Hoi Binh and Hoi Thanh, which merged after 1975. the two villages above and took the name Hoi Thanh. The communal house existed before 1890, with the name Hoi Binh and still retains its name to this day.
